Abstract: In view of the linkage between the "Belt and Road" cooperation and the FTA strategy, reviews the process of China's promotion of the "Belt and Road" regional economic cooperation and the implementation of the FTA strategy, and divides them into four development stages: initial practice, steady development, rapid progress, expansion and upgrading. Then, the extended two-layer-three-layer game model is applied, focusing on the "Belt and Road" policy communication and the negotiation stage of the free trade area agreement, and pointing out the differences in action paths and legal guarantees between the two. The game type, difficulty, mode and internal and external interaction characteristics of regional cooperation and FTA negotiation were compared and analyzed. On this basis, the high-quality development of the "Belt and Road" and the high-standard free trade area network are prospected, and it is proposed to strengthen cooperation with relevant countries along the "Belt and Road" and expand the high-quality free trade area network; Consolidate and expand the achievements of existing free trade areas and promote the upgrading of signed free trade agreements; Accelerate the promotion of institutional opening-up, guide the opening up of the service industry, and promote the development of new industries and formats; enhance the linkage effect of domestic and foreign markets and resources, and improve the quality and level of trade and investment cooperation.
