Abstract: As an extensive and complex economic phenomenon, the characteristics of the digital economy connotation are highly relevant with high quality development of macro economy. Only by deeply understanding the logic of the digital economy operation can we make clear its internal connection with high-quality economic development, formulate policy supply and improve regulatory efficiency. In this paper, the features of digital technology, data elements and digital economy are firstly explained, and the theoretical relationship between them clarified, then the consistency between digital economy and high-quality development analyzed at three levels of firm, industrial and macro. The firm-level is mainly reflected in the development of platform economy, digital transformation and data elements accumulation. At the industrial-level, innovation effect, correlation effect and convergence effect are used to promote the upgrading of industrial structure. At the macro-level, total factor productivity is improved to promote the new dual-cycle pattern and create more business and job opportunities to achieve high-quality development. Accordingly, it is necessary to promote the high-quality development of digital economy from three aspects: digital industry, industrial digitization and data valuation. Finally, this paper puts forward some policies and exact measures such as taking industrial digitalization as the main field of developing digital economy, releasing the leading role of platform firms, cultivating and expanding the data factor market, and regulating the market order of digital economy.
