Abstract:
Applying the big-data analytics to analyze the policy text on health insurance system, it is found that the policy orientations of China′s health insurance system are mixed by three theoretical logics: facilitate economic development, promote fair redistribution, and safeguard citizens′ social rights. Firstly, the health insurance system pays much attention to the appropriateness of financing to ensure the safety of the finance and benefit the economy. Secondly, it focuses on the state′s capacity for redistribution and removing the unequal medical burdens between different regions and urban-rural populations which may harm the goal of common prosperity. Thirdly, the system aims to promote equitable access to basic medical services basic medical services, safeguard the social rights of all citizens and improve social equity. The integration of these three policy orientations has made China′s universal health insurance system into a model of welfare developmentalism and built a solid social infrastructure of common prosperity.
