Abstract: The appearance of digital technology, such as block chain, artificial intelligence and big data, has changed the development pattern of urban and rural society. Digital governance is placed in the macro vision of urban-rural integration development, trying to build a "Value-limit-path" logical analysis framework. Under the background of urban-rural Integration Development, digital governance has the value of resource integration, accurate capture, traceability, interaction between government and society, and network view of urban and rural areas, however, it also faces the problems of digital divide, hierarchical game and technocracy, elite absence and subject absence, which become the main obstacles to urban-rural integration development.
