Abstract:
Recent years, the major and medium-sized cities have introduced preferential housing policies to attract talents. By analyzing relevant policy texts and historical materials, the study explains the new housing policy nature of talent housing, and the logic of urban housing policy evolution. It is found that China's welfare policy has a productive tradition, and the urban housing policy is no exception. Although after several evolutions, there is still a productive bias in the housing policy, which is reflected in the housing policy text and policy practice of various cities, the economic function of housing have been paid attention to, but the social function of housing are not paid enough attention to. The productivity-biased logic is more reflected in the recent "talent housing policy", and the housing policy has become a tool of competition between cities, highlighting the productive nature of talent housing. It is suggested that the housing policies should maintain a balance in terms of productivity and protection, and the housing security of low-income citizens, young people and new citizens should not be ignored.
