Abstract:
Building a human community with a shared future is an important strategy taken by China against public health crisis in the era of globalization. The study, based on the published official statistics, describes the basic information and the behavioral logic about the foreign donation of Chinese government during the COVID-19 with concepts of life security and of the righteousness and benefits. The results are as follows: (1) The Chinese government has actively promoted the building of a global community of health for all, and the foreign donation shows three characteristics: wide coverage, fast speed, and mainly material donation. (2) The foreign donation of Chinese government during the COVID-19 embodies concepts of life security that puts the people's life first. The countries, more seriously affected by the COVID-19, can receive the donation from the Chinese government earlier; the material donation is more inclined to the lower GDP per capita; the emotion donation to the lower global governance ability or the higher health security countries. (3) The foreign donation of Chinese government still has significant characteristics of the righteousness and benefits. The donation is more inclined to countries that have donated to China during the COVID-19; the emotion donation to the countries of closer political relations with China. During the COVID-19, the Chinese government has actively carried out foreign aid, promoted the building a global community of health for all through its action, and vividly explained the China's concept and program concerning the human community with a shared future in the field of public health.
