Abstract:
The transition to green economy in the new development stage is an effective way to deal with environmental and climate change issues, improve resource efficiency, and eliminate poverty. On the basis of reviewing domestic and foreign researches on green economy transition assessment, this paper proposes a green economy transition assessment theory from three perspectives: economic inclusive development, environmental resource quality, and green transition potential, and develops a core indicator system for the green economy transition index. It also estimates the national and regional GETI from 2000 to 2016, using the panel data model to analyze the driving factors of the green transition potential. This study has found the following conclusions: (1) China′ s green economy transition level has obvious regional characteristics; (2) The GETIs in most regions is increasing; (3) There is a large space for improvement in the green transition of each region; (4) The coordination of the economic and social environment has a huge impact on the level of transformation; (5) The main driving factors for the green economy transition are green innovation, foreign direct investment, and the public awareness of green environmental protection. In the end, the author has offered policy recommendations such as focusing on the "short-board" elements of regional green transformation, attaching importance to the quality of environmental resources, and emphasizing on the key role of green innovation.
