我国灵活就业政策文本量化研究——政策现状与前沿趋势

    Quantitative Research on Flexible Employment Policy Text in China: Policy Status Quo and Frontier Trends

    • 摘要: 收集17项对灵活就业产生重要影响的国家和地方典型政策和指导意见,运用基于文本挖掘法的PMC指数模型,对中国灵活就业政策文本进行量化评价,通过所选取的3项典型政策绘制PMC曲面图,分析其改进方向。研究表明,中国灵活就业政策在整体设计上较为合理,尤其在完善社保、鼓励创业、加大培训、消除歧视等方面发挥了政策引导作用,其中完美级别政策有2项,优秀级别15项。在政策现状评价的基础上,运用CiteSpace工具软件对中国灵活就业领域研究热点和前沿趋势进行分析,探寻灵活就业领域未来政策制定方向,提出确认新型劳动关系、完善相关法律法规、加强平台企业责任等多方面对策建议。

       

      Abstract: To support and standardize the development of flexible employment is of great significance for China to achieve fuller and higher quality employment. In this paper, 17 typical national and local policies and guidance opinions that have an important impact on flexible employment are collected, and the PMC index model based on text mining method is used to quantitatively evaluate the texts of China's flexible employment policies. The PMC curved surface diagrams of the selected 3 typical policies are drawn to analyze the improvement direction. The research shows that China's flexible employment policy is reasonably designed especially in improving social security, encouraging entrepreneurship, increasing training and eliminating discrimination, among which there are 2 perfect level policies and 15 excellent level policies. On the basis of the evaluation of the current policy situation, CiteSpace is used to analyze the research hotspots and frontier trends in the field of flexible employment in China, to explore the future policy-making direction in the field of flexible employment, and to put forward some countermeasures and suggestions, such as confirming new labor relations, perfecting relevant laws and regulations, and strengthening the responsibility of platform enterprises.
