后疫情时代发展中国家高等教育数字化转型:内涵、困境与路径

    Digital Transformation of Higher Education in Developing Countries in the Post-epidemic Era: Connotation, Dilemma and Path

    • 摘要: 高等教育数字化转型是一场由科学技术发展带来的数字颠覆式的范式变革,呈现出多维度、多层次、多地域的发展特征,而高校教师作为数字化转型的主要推动者,必须具备相应的信息与通信技术(ICT)。发展中国家高等教育在数字化转型的过程中,普遍面临教育资源不均衡,教育成本增加和教师缺乏数字化能力的共同挑战。基于联合国教科文组织高等教育创新中心(中国深圳)的实践经验及其发展中国家伙伴院校的案例,探讨发展中国家在后疫情时代高等教育数字化转型的多元化路径,包括制定宏观战略地图,寻求选择不同发展阶段的有效路径,以及分层次提升高校教师信息与通信技术(ICT)能力。提出建立多边合作机制,共享优质高等教育资源;定制个性化制度与政策,聚集在线教学质量;提供持续性学习项目,专注高教工作者能力建设等建议。

       

      Abstract: The digital transformation of higher education is a revolutionary digital paradigm shift led by technological development, presenting multi-dimension, multi-level and multi-region development characteristics. As the leading promoter of digital transformation, higher education teachers must be equipped with relevant information communications technology (ICT) skills. During the process of digital transformation in higher education, developing countries face the shared challenges of inequitable educational resources, the rise of educational costs and teachers' lack of digital skills. Based on the practical experiences of the International Centre for Higher Education Innovation under the auspices of UNESCO (UNESCO-ICHEI), and the case studies from UNESCO-ICHEI's partner higher education institutions, this paper provides diverse references for the digital transformation of higher education in developing countries in the post-pandemic era, including developing macro-strategies, searching for effective pathways in different stages of development and promoting the ICT capacity from all levels for higher education teachers. This paper proposes the suggestions to establish a multilateral cooperation mechanism to share qualified higher education resources; to customize personalized systems and policies to enhance the online teaching quality; to provide continuous learning programs to improve the capacity of higher education staff.
