Abstract:
Based on the reflection on the existing safety and crisis management theories, combined with the practical community governance experience and development demands, the theory and practice of public safety in urban open communities need to be constantly promoted and deepened. In addition to drawing lessons from the basic theories of general public security governance in traditional closed communities, the research on community security governance is also applicable to the developing theoretical discourse systems such as emergency management, vulnerability theory and full-cycle management theory. As a typical complex system, urban open community governance needs "meta-innovation" within the framework of political, social, economic and other existing institutional structures to deal with it effectively. Based on community public security system mechanism and the characteristics of the complex adaptive system model in particular, the paper concludes to consolidate the cooperative management service of the open community safety mechanism, strengthen the dynamic adjustment mechanism of the open community safety process and promote principles for paths of the open community safety evaluation feedback mechanism, and build the process and integration of open community safety management framework, so as to enhance the explanatory power of urban governance theory and practical ability.
