Abstract: Through long-term independent exploration and innovation, consultative democracy has achieved an all-round promotion and development from value concept to institutional practice in China in the new era. The socialist consultative democracy is born in the traditional culture of the Chinese nation and has abundant theoretical connotation. It is not only a kind of democratic institution formed in the revolutionary practice of the Chinese Communist Party, but also a kind of scientific decision-making system, democratic governance model and the social organization form, which reflects the true essence of people's democracy, an effective mechanism for carrying out the Party's mass line, and an important way to consolidate and develop the united front. The socialist consultative democracy is rooted in China's history and social soil and carries distinct Chinese characteristics. It adheres to the people-centered value standpoint and endogenous development path, emphasizes the institutionalized development of consultation practice and aims to build a systematic system and mechanism. With the deepening comprehensive reform, its function will be further demonstrated. It provides an institutional carrier for the realization of people's democracy in China and a strong support for the modernization of national governance. This institution also lays an important foundation for constructing Chinese democratic discourse system and enhancing its international discourse power, and provides typical models and valuable experiences for other developing countries in building their democratic politics.
