构建我国新型智库“旋转门”机制:内涵、现状及思路

    The Construction of "Revolving Door" Mechanism for China's New Think-tanks: Implications, Status and Ideas

    • 摘要: 针对中国特色新型智库的建设现状及问题,基于厘清智库在国家决策中的运行逻辑,探讨了智库“旋转门”运行机制的内涵、必要性与创新策略。中国拥有智库“旋转门”机制,并呈现出本土化运作的特征:官方智库“旋转门”渠道较为通畅;体制外智库“旋转门”渠道略显狭窄;地方智库与党政机关的“旋转门”渠道尚不顺畅;党政机关人员与智库专家的“单向旋转”。“旋转门”机制有助于新型智库获取数据与信息、构建顺畅的建言渠道以及盘活人才资源。提出应从“政府-智库”双向人员流动、人才评价和挂职锻炼等诸方面予以改革,以促成新型智库成果向公共决策的转换。

       

      Abstract: In view of the current situation and problems in the construction of new think-tanks with Chinese characteristics, based on clarifying the operation logic of think-tanks in national decision-making, this paper discusses the connotation, necessity and innovation strategy of the operating mechanism of the "revolving door" for the think-tanks. Chinese think-tanks have a "revolving door" mechanism with the characteristics of localized operation. The "revolving door" channels of the official think-tanks are relatively smooth; those of social think-tanks "revolving door" channels are slightly narrow; those of local think-tanks between CPC and government departments are not smooth. The "one-way rotation" exists between government officials and think-tank experts. The "revolving door" mechanism is helpful for new think-tanks to acquire data and information, build a smooth channels of advice and to invigorate the talent resources. In order to promote the transformation of the achievements of new think-tanks to public decision-making, it has suggested that the government and think-tanks should be reformed in aspects of two-way personnel flow, talent evaluation, temporary training.
