Abstract: This paper has studied the problems and solutions in the construction of the grassroots Party organization from a holistic perspective within an analytical framework of "system network, social function, political attribute and system operation". Starting from this framework, some problems have been found, concerning the construction of some grassroots party organizations:system network connectivity, organizational capacity, the adaptability of social functions, and service abilities. Other problems include unclear political attributes, weak ideological and binding powers, and poor implementation of the organization system. Some solutions are presented in conclusion on how to strengthen the construction of the grassroots party organizations.
