Abstract: The theoretical model of the local State Corporation, the "trinity" development model and the local government corporatization and so on, mostly defined the characteristics of the county governance from the role of the grass-roots political power in economic development or urbanization. At the present stage, in the county Party construction, W County in Henan Province has innovated six county governance systems, formed the county development mechanism, established a complete system of county governance. The party building being embedded in governance has promoted the transformation of the relationship between the state and peasant from instrumental value to purposeful value, which is a response to the inherent demands of the strict party management and modernization of the state governance system and the governance capability in the new period.
